On ________ you issued me with a parking ticket which required me to pay what is referred to within the ticket as a fine (a Parking Charge Notice).
The Parking Charge Notice is disputed. The notice to keeper is not valid in accordance with Schedule 4 of the Protection of Freedoms Act 2012 (the Act) because:
a. The required 28 day period was not provided on the notice, to allow time for payment in full and/or the details for the driver.
b. As a result of the above, you have not complied with your obligations under the Act and it is claimed that the notice served is invalid and I am under no obligation to pay any charges to you.
In view of this position and the invalidity of the notice, I do not feel it necessary to provide the contact details for service of the driver on the day of the alleged contravention.
